Monitoring Committee
Monitoring Committee of Operational Programme “Innovations and competitiveness” 2014-2020 (OPIC) and Operational Programme „SME Initiative“ 2014-2020 (OP SMEI)
The Monitoring Committee is a collective organ, based on the partnership principle, which main task is to monitor for the effectiveness and the quality of implementation of OPIC and OP SMEI.
The Monitoring Committee is formed pursuant to Art. 10 of CMD № 79 / 04.10.2014 for setting up monitoring committees of the Partnership Agreement of the Republic of Bulgaria and of the programmes, co-financed by the European structural and investment funds for programming period 2014-2020, in accordance to the provisions of art. 47 - Art. 49, art. 110 and art. 125 of Regulation (EC) № 1303/2013 of the European Parliament and of the Council and in accordance to the Delegated Regulation (EU) № 240/2014 of the Commission. As of 09/30/2015, the Committee performs also the functions of the Monitoring Committee of Operational Programme „Development of the competitiveness of the Bulgarian economy“ 2007-2013 (OPDCBE) pursuant to § 5 para. 1 pt. 4 of the Final Provisions of CMD № 189 of 2015 amending CMD № 79/2014.
The functions and tasks of the Monitoring Committee are defined in accordance with Art. 49, art. 110 and Art. 125 of Regulation (EC) № 1303/2013 of the European Parliament and of the Council, Art. 11 (1) of CMD № 79/2014, and are listed in Section II, Art. 2 of the Internal Rules of Procedure of the Monitoring Committee of OPIC and OP SMEI.
The Monitoring Committee considers and approves the methodology and criteria for selection of operations, co-financed by the European Regional Development Fund of the European Union; considers and approves the annual reports and final reports on the implementation of OPIC, OP SMEI and OPDCBE; examines information on the financial management and implementation of the programmes, including certified costs of the respective programme; considers and approves proposals for amendments to the respective programme, which will contribute to the achievement of the objectives of the European structural and investment funds or for improving the management, including the financial management of the respective Operational Programme.
Members of the Monitoring Committee are representatives of ministries, state agencies, district and municipal administrations, the socio-economic partners, the European Commission, the Certifying Authority, the Audit Authority and etc. The composition of the Committee is determined by an order of the Minister of Economy.
Chairperson of the Monitoring Committee is the Minister of Economy – Head of the Managing Authority of OPIC and OP SMEI.
